Portugal under heavy weather is even worse (in some particular places, like the Nazaré place where surfers beat the biggest waves)... and it would naturally be, because this is not open ocean, instead a sort of bay surrounded by land, so waves are not being really uplifted by the wind to their full swell potential.
South of Portugal, in Sagres, on this beach called "Tonel" (Praia do Tonel), I recall (when I was young) seeing waves so strong (not taller than 2 or 3 meters) hitting that beach with such aplification, because of the bay and exposure to the atlantic, that it would make the spash of the waves go 10 or 15 meters high after hitting the rocks on high tide around September times, which is where I was watching at the time from up high in the top of the rocks.
