Ditch the DHF and setup a GoFundMe/GiveSendGo equivalent on Hive. If the idea is good enough, it will get funded.

Should this be taken from peoples own funds so each user decide how much they want to support with? Should it be taken from HP or liquid HIVE?

Nothing should be "taken", if a user supports a project, then they can send Hive or HBD to that project.
Yeah, that's what I meant. I see that was a poor choice of word.
But should it be from HP or liquid HIVE?
If HP, then it would give a purpose for HP and another update to the chain is needed. Maybe another hardfork
