I will go with the later one. I am not good with crypto prediction or stuff related to it, but as per politics, it may hold for a bit. Until, these warmongers decide to play again :)

I think crypto just started going down so may still go down for years, or until sometime after the next halving. This is just typical bitcoin, nothing new here.
