The problem is this is seen as commercial waste so they pay by weight at the dump and if the dump sites were free there would be no waste dumped else where which must cost more for clean ups than the dump sites currently earn. It makes no financial sense and no common sense.

        I wonder if they still wouldn't dump it in the neighborhood they are in just because of proximity. It's impossible to know
