Not usual to see villages built on hill as they somehow have to close to the facilities such as road, transportation, public service etc. It might be against internal and external hazards.

They built them because of easier defense from enemies... But, in these times, that's a bigger obstacle than an advantage, exactly for those reasons that you said, transportation, public service, etc.
