I feel like threads is mostly just paying out to the same people that the old Leo front end was. I haven't really looked into it too much though. I might need to circle back around.

It's the active people. I'm voting pretty much as many people as I can in Threads. Most of the whales, if not all of them on LEO, want to reward and do reward the active users of Threads.
