It's a Ming thing.

The sails and superstructure strongly suggests the design clearly refers to the 15th century Ming dynasty Treasure fleet under Admiral He. The fleet was a massive 210+ ships, with Admiral He's flagship four times the size of Columbus' Santa Maria for comparison. There's a scale photo in one of the source links.

For the life of me, I couldn't find the name of the mint that created this Republic of Chad coin. Who knows, it could be made without the permission of the central bank of Chad as in a recent case of a German mint regarding Somalia. I'm going on faith that the mintage IS 399.

Treasure + ships! That's up my other alley.
Sadly, history hasn't treated the Ming Treasure fleet well. Despite the lofty diplomatic goals, it's impressive mandate and advanced naval technology the fleet was scuttled by the Emperor's financial department citing the huge expense in keeping it afloat. The funds redirected to fighting off the pesky Huns.

What a shame, the Ming Treasure fleet sounded like a very large, and well engineered, sailing fleet!!👍😇
