Well, DeSo works with a seed phrase, and it is pretty decentralized, but it does also have centralized components, like Hive too. I think far too much of Hive's important Infrastructure is centralized, which is a notable point of failure. 😁🙏💚✨🤙

There are some Hive dapps (such as #DBuzz which have open-sourced their codes) that users who have technical knowledge can install them on their own computers, thus helping decentralization of Hive. 😏

A Hive Hard Fork happens roughly twice a year. 🤔 I don't know how changing the number of Top Hive Witnesses would be asked as a proposal. 🤯😅
