That thing in the middle is a telephone exchange, back in the day when they had telephone operators. A call would come into the operator and they would connect the call by plugging in a cable to the required number......I could go on, but I am fearful of going into mansplain mode!

Probably it was for the hotel or a small establishment ...shut up already!
