Chidi sounds like someone who has little respect for others, or for himself. It's hard to believe he will continue to live in that neighborhood and receive services from people who live there. He is a chronic and perpetual debtor.

It's interesting that it would cost you money to involve the police in debt collection. This is not the case in all places but it seems to be in Nigeria. Debtors don't have much incentive to pay in that case, it seems.
